PROCUREMENT:

This contract will provide 24/7 repair, maintenance and support for County owned Motorola radio infrastructure, including all agencies supported including equipment, communications equipment, radios, 911 radio dispatch consoles and microwave systems for the term of October 1, 2026 through September 30, 2032.

FUNDING:

Funding is available on account number 0001-031-0565-3820 for the amount of $2,900,000 for the first year.

APPROVALS:

The Information Systems and Services Division concurs with this recommendation.

REMARKS:

Motorola Solutions, Inc. was approved through the standardization process for services and equipment in October 2017. 

The County, through a contract with Motorola, Inc., completed a $20,746,223 upgrade of its 800 MHz radio system during May 2012.  Also, the County purchased 1,301 Motorola radios, including software for the Sheriff’s Office for $8,900,000. This system supports the Sheriff’s Office, Fire Rescue, Public Works, Utilities and other Orange County departments.  It also provides communications services for City of Orlando Police and Fire Rescue Departments, Greater Orlando Aviation Authority Police and Fire Rescue Departments, District (formerly Reedy Creek) Fire Department, City of Winter Garden Police and Fire Rescue, City of Ocoee Police and Fire Rescue, City of Apopka Police and Fire Rescue, City of Winter Park Police and Fire Rescue, City of Belle Isle Police, City of Edgewood Police, City of Windermere Police, City of Oakland Police, City of Eatonville Police, City of Maitland Police and Fire Rescue, University of Central Florida Police and Fire Rescue, Orange County Public Schools Police, Orange County Public Schools Transportation, LYNX buses, and the Orlando Utilities Commission. This maintenance contract will support all aspects of the system including portable and mobile radios, various antenna systems, 24/7 response to critical components and the system infrastructure, which includes approximately 60,000 units in aggregate.

These purchases coupled with maintenance support for existing Motorola communications equipment drives the need for this contract with Motorola. The warranty for the upgrade of the 800 MHz radio system expired in January 2014 and the warranty for the Sheriff's Office radios has also expired.

This maintenance and support contract provides 24-hour service for the 800 MHz radio system and 911 radio dispatch consoles. It also provides repair and maintenance support for the mobile and portable radio equipment used in conjunction with the system. Therefore, maintenance and support services for the 800 MHz upgrade, the Sheriff’s radios, other radios, and communications equipment must be supported by this contract.

These Motorola systems, radios and other communications equipment are proprietary Motorola products. No other source can provide maintenance and software support to ensure optimum performance and reliability.

Historically, each renewal of the current six-year contract Y21-100 has incorporated an annual price adjustment consisting of a 6% increase in the first contract year, followed by a 3% annual increase in Years 2 through 6. To assess the reasonableness of the proposed pricing, the same escalation methodology was applied to the final-year pricing (FY 2025-2026) under the current contract.

Based on this analysis, the estimated value of the new six-year contract is $17,435,827. The proposed contract value of $17,400,000 is below the calculated estimate and is therefore consistent with the pricing methodology and historical escalation structure approved under prior contract renewals.

Accordingly, the proposed contract amount is determined to be fair and reasonable and represents pricing that is consistent with historical contract trends and the County's established renewal methodology.
