PURPOSE: On May 8, 2012, the Board adopted Resolution No. 2012-M-11, which established criteria for billing adjustments and adopted a Utilities Billing Adjustment Schedule. Under the resolution, only adjustments to the water and wastewater portion of customer bills were permitted, in accordance with the newly adopted guidelines. 

On February 11, 2025, the Board adopted Resolution No. 2025-M-06, setting a revised reclaimed water charge schedule and introducing tiered volumetric rates designed to promote reclaimed water conservation. These new rates will take effect on October 1, 2025. 

To ensure consistency across our utilities billing policies, it is necessary to amend Resolution No. 2012-M-11 to include reclaimed water within the scope of allowable billing adjustments. This amended resolution ensures that customers experiencing excessive reclaimed water bills due to circumstances beyond their control can benefit from our billing adjustment policy. 

Orange County Utilities is confident that this amendment will create a fair, transparent process for customers subject to the newly established reclaimed water conservations tiers. The County Attorney's office has thoroughly reviewed and modified the resolution, confirming its acceptability. We recommend adoption of the amended resolution to ensure a seamless implementation on October 1, 2025.
