Selection of Liquid Solutions Group, LLC to provide Continuing Professional Services for Utilities Alternative Water Supply Consumptive Use Permitting, Request for Proposals Y24-910-ZR.
Further request Board authorization for the Procurement Division to negotiate the professional services rates and execute a contract to provide the services for future requirements. The term of this contract will include an initial one-year term with four one-year renewals. ([Utilities Department Engineering Division] Procurement Division)

PROCUREMENT:
This contract will provide permitting and general consulting services to assist the Utilities Department in evaluating and implementing alternative water supplies projects, which include facilities for potable water supply, reclaimed water, surface water supply, conjunctive use of multiple sources, lake augmentation, brackish water supply, aquifer recharge, stormwater supply, reservoir storage, desalination, and aquifer storage and recovery. This project is located in all districts.
FUNDING:
Task authorizations associated with this continuing contract will be funded by the County on an as needed basis.
APPROVALS:
The Utilities Department concurs with this recommendation.
REMARKS:
One proposal was received in response to this Request for Proposals (RFP) and was evaluated in accordance with the criteria set forth in the RFP. To ensure an open and competitive solicitation process, the RFP was posted to the County’s e-procurement platform. A query of potential proposers that declined to compete on this solicitation resulted in the following:
Dewberry Engineering: Firm reviewed the requirements. Although they have done several similar projects in the Central Florida they understand the County is best served by a firm that knows the system and current permits.
Aclus Engineering, LLC: Firm advised the scope is outside of their area of expertise.
Hazen and Sawyer: Firm was not able to meet the qualification requirements for both key personnel.
HBC Engineering Company: Firm’s availability did not align with the scope outlined in the RFP.
Drummond Carpenter: Firm assessed the opportunity, but believed they wouldn’t be competitive as a prime contractor.
Applied Ecology, Inc.: Firm tried to pursue as sub-consultant and reached out to four companies; three responded they were not pursuing this contract, and one indicated they weren’t able to include them in their team.
The proposal was evaluated by the Procurement Committee on September 25, 2024. Commissioner Christine Moore was assigned to the Procurement Committee.
