Selection of two firms and three ranked alternates to provide Continuing Engineering Services for Solid Waste Management Construction Projects, Request for Proposals Y24-908-GO, from the following firms listed alphabetically:
Cornerstone Environmental Group, LLC a Tetra Tech, Inc.
Geosyntec Consultants, Inc.
HDR Engineering Inc.
S2Li&AVCON Joint Venture
Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers
Further request Board authorization for the Procurement Division to negotiate and execute the final contracts to establish hourly rates for future requirements for a five-year term. Further request authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached.([Utilities Department Solid Waste Division] Procurement Division)

PROCUREMENT:
The contracts will provide engineering services for design, permitting, bidding assistance and service during construction projects under four million dollars for the Solid Waste Division. The projects will be located in Districts 2, 4 and 6.

DISCUSSION:
Services will be assigned as needed and accomplish a specific task described in a detailed scope of work for the task. The tasks to be conducted under this contract may include, any and all construction-related engineering activities needed to support the development, repair, maintenance, and operation of the County’s solid waste management system (System) infrastructure to include, but not limited to, active and closed landfills and elements therein, County transfer stations and associated properties and all elements therein, other properties developed and undeveloped under the control of the System, and other similar activities as determined by the County Project Manager.
Five proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP.
Proposals were evaluated by the Procurement Committee on June 26, 2024. Commissioner Emily Bonilla was assigned to the Procurement Committee.
A timely protest was filed by Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers. In accordance with the Procurement Ordinance, a protest hearing was held on August 13, 2024, resulting in a decision to uphold and adjust the score for the Similar Projects-Proposed Project Engineer criteria. No appeals were filed. The revised scoresheet is attached.
