PROCUREMENT:
This amendment will renew the contract for the period of February 1, 2025 through January 31, 2026 and adds funding to support a 10% contract price escalation allowable under the contract terms, which has been validated through the U.S. Bureau of Labor Statistics, Consumer Price Index (CPI).
FUNDING:
Funding is available in account numbers 0001-043-1717-3170, 0001-043-1713-3170, 0001-043-1715-3170, 0001-043-1717-3170, 0001-043-1718-3170, 0001-043-1719-3170, and 1009-034-0672-3170.
APPROVALS:
The Facilities Management Division concurs with this recommendation.
REMARKS:
On December 14, 2021, the Board authorized award of Invitation for Bids Y21-185-AV to Owens, Renz & Lee Co. Inc., in the estimated contract total of $21,950,560.68, for a three-year term. In accordance with the contract, Owens, Renz & Lee Co. Inc. submitted a request for a contract price escalation. The Procurement Division validated the request against the CPI, confirming its accuracy. The Facilities Management Division has confirmed that they are agreeable to the requested contract price escalation.
Previous contract amendments are as follows:
Amendment No. 1: Waived the contract requirement from February 1, 2022 through February 28, 2022, for several sites to allow the contractor to establish janitorial services in phases. The contract amount remains unchanged.
Amendment No. 2: Deleted Union Park Neighborhood Center of Families and added Tangelo Park modular units one and two to the contract for a decrease in the amount of $2,707.32, for a revised estimated contract award amount of $21,947,853.36.
Amendment No. 3: Deleted Great Oaks Village-Wittenstein Cottage Offices and added eight sites to in the Great Oaks Village, Barnett Park Clubhouse, and Barnett Park first floor Administration office/gym areas for a decrease of $5,153.92, for a revised estimated contract award amount of $21,942,699.44.
Amendment No. 4: Added Hamlin Water Treatment plant for an increase in the amount of $11,082, for a revised estimated contract award amount of $21,953,781.44.
Amendment No. 5: Added Animal Services for weekend services for an increase in the amount of $7,974.72, for a revised estimated contract award amount of $21,961,756.16.
Amendment No. 6: Added Sheriff’s Sector IV Fitness Gym and Building & Fire Safety services for an increase in the amount of $9,102.96, for a revised estimated contract award amount of $21,970.859.12.
Amendment No. 7: Added day porters to the Michigan Street Complex and removed deep scrub and recoat resilient floors from Lot D for an increase in the amount of $35,591.11, for a revised estimated contract award amount of $22,006,450.23.
Amendment No. 8: Added Pine Hills Community Center and added day porter hours to Lila Mitchell Community Center for an increase in the amount of $29,269.62, for a revised estimated contract award amount of $22,035,719.85.
Amendment No. 9: Added Day porters and reduced project work: floor care carpet cleaning services for a decrease in the amount of $730.36, for a revised estimated contract award amount of $22,034,989.49.
Amendment No. 10: Added base and day porter services to the Multicultural Center and reduce Project work, floor care carpet cleaning for a decrease in the amount of $819.84, for a revised estimated contract award amount of $22,034,169.65.
Amendment No. 11: Added day porters and base services to Corrections Booking and Release Center first and third floors for an increase in the amount of $102,325.80, for a revised estimated contract award amount of $22,136,495.45.
Amendment No. 12: Increased the contract per the CPI provision at 8.5%, for an increase in the amount of $1,881,602.11, for a revised estimated contract award amount of $24,018,097.56. Board approval on December 12, 2023.
Amendment No. 13: Added day porters to Southwood Community Center, South Orlando YMCA Headstart for an increase in the amount of $16,993.47, for a revised estimated contract award amount of $24,035,091.03.
Amendment No. 14: Added Orange County Building Safety Satellite Office for an increase in the amount of $8,266.68, for a revised estimated contract award amount of $24,043,357.71.
