PROCUREMENT:
The project requires additional design services which were not included in the original scope, but are essential to fulfilling federal funding conditions, addressing County operational needs, and aligning with late-stage design directives by Orange County Utilities. The work ensures compliance, constructability, and long-term reliability of the infrastructure investment.
The additional design services are necessary to complete the construction documents phase prior to bidding. The additional services are detailed as follows:
1. Replacement of Perimeter Fence with Blast-Proof Concrete Wall
As a condition of grant funding, the existing chain-link fence must be replaced with a blast-resistant concrete screen wall. The wall design impacted the layout of the yard piping.
2. Additional Revisions to Piping Design
The influent collection system changed due to new piping installations and removal of existing lines. Additional requests from the design review team during the construction documents phase required partial redesign.
3. Revisions to Process Mechanical Design
The Field Services Division requested the addition of a hatch to allow vac truck access for routine cleaning of the influent baffle wall. Additionally, they requested updates to the configuration of the level indicating transmitter and float installations to match their current operational standards.
4. Revisions to Structural Design
Structural design modifications to accommodate the revised process mechanical components.
5. Revisions to General Drawings and Specifications
FUNDING:
Funding is available in account number 4420-038-1559-0124-6310.
APPROVALS:
The Utilities Engineering Division concurs with this recommendation.
REMARKS:
The Board approved the selection of Black & Veatch on August 6, 2019. The contract was executed on August 1, 2020, in the not-to-exceed amount of $1,821,700, which encompasses engineering and support services related to preliminary engineering, design, and bidding services for the Pine Hills Pump Station 3000 and Pump Station 3849 Balcombe Road.
Prior contract amendments are as follows:
Contract executed with preliminary engineering, final design, and bidding services
• Effective Date: 8/01/2020 Amount: $974,488.40
Amendment No. 1: preliminary and final design for Pine Hills Pump Station 3000
• Effective Date: 4/09/2021 Amount: $57,078.35
• Included additional surveying, groundwater sampling, and ecological services for environmental resource permit.
Amendment No. 2: additional engineering services for design revisions and construction administration
• Effective Date: 04/27/2023 Amount: $314,331.56
• Included reformatting the drawings so that Pump Station 3000 can be bid separately because it was awarded a grant from the Department of Economic Opportunity. Additional work at Pump Station 3000 included changes in the upstream system that ties into this repump station and adding the Construction Phases Services that were not covered under any previous scopes or amendments.
