Selection of one firm and an alternate to provide Comprehensive Banking and Treasury Management Services, Request for Proposals Y24-1111-MM, from the following firms alphabetically:
Fifth Third Bank
JPMorgan Chase Bank, N.A.
Further request Board authorization for the Procurement Division to negotiate and execute a contract for a six-year term within a not-to-exceed estimated budget of $20,000,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide comprehensive banking and treasury management services for the Orange County Board of County Commissioners and the Comptroller. The County will maintain a contract for all requested services with a single bank for the life of the contract.
FUNDING:
Funding is available in the following account numbers: 01-111-5330, 01-331-5330, 4410-038-1010-4470, 4430-035-0911-4470, 4420-038-1308-4470 and 1002-072-2718-4470.
DISCUSSION:
Three proposals were received in response to this Request for Proposals. Wells Fargo Bank, N.A., was deemed non-responsive for conditioning their pricing within the fee schedule form.
Proposals were evaluated by the Procurement Committee on July 23, 2025. Commissioner Michael Scott was assigned to the Procurement Committee.
Two timely protests were received from Fifth Third Bank and Wells Fargo Bank, N.A. Protest hearings were conducted September 26, 2025 in accordance with the Procurement Ordinance, during which the Protest Committee unanimously voted to deny both protests. No timely appeals were received.
