PROCUREMENT:

The project includes the installation of two new landfill gas extraction wells and associated collection pipes on Cell 9-12 at the Orange County landfill.  An expansion of the landfill gas collection system, through the installation of these wells, is required to meet permit and regulatory requirements related to quarterly surface emissions monitoring performed at the landfill.   

FUNDING:

Funding is available in account number 4420-038-1021-3197.

APPROVALS:

The Utilities Department concurs with this recommendation.

REMARKS:

During the third quarter 2024 monitoring event, multiple monitoring locations exceeded 500 parts per million of methane three times, thus requiring an expansion of the gas collection system on Cell 9-12 within 120 days from the initial exceedance. Failure to comply with the regulation can result in regulatory enforcement actions including consent orders and fines. The construction must be completed by December 5, 2024 to meet this timeline.

Due to these factors, this procurement was handled as an emergency.  Staff initiated a request for quotes to multiple vendors, resulting in two responsive and responsible quotes.  Staff has evaluated the quotes and confirmed they are within the expected range for the work that will be performed.
