Approval of Contracts Y24-2210, Primary Care Services, with Central Florida Family Health Center, Inc., in the estimated contract award amount of $1,703,642 for a one-year term, Community Health Centers, Inc., in the estimated contract award amount of $897,382 for a one-year term, Health Care Center for the Homeless, Inc., in the estimated contract award amount of $730,000 for a one-year term, and Shepherd’s Hope, Inc., in the estimated contract award amount of $150,000 for a one-year term. Further request board authorization for the Procurement Division to renew the contracts for four additional one-year terms. PROCUREMENT:
These contracts will procure primary medical care services to an estimate of approximately 67,250 uninsured and underinsured patients in the County by funding the Primary Care Access Network (PCAN) program for fiscal year 2024-2025. The performance period is October 1, 2024 through September 30, 2025.
FUNDING:
Funding is available in account number 0001-060-2502-8610.

The Health Services Department concurs with this recommendation.
REMARKS:
In accordance with the Code of Ordinances, Part I, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
The PCAN is a collaborative network that provides primary and secondary care for uninsured and underinsured residents within Orange County. Funding through these contracts will support the provision of services such as, prescription drugs, laboratory, and radiology to uninsured, underinsured, and medically indigent residents of Orange County.
Primary care services are provided to improve the collective health of the public and prevent and control the spread of disease. Primary care consists of the provision of a broad range of personal medical care (preventative, diagnostic, palliative, therapeutic, curative, counseling, and rehabilitative) in a manner that is accessible, comprehensive and coordinated by a licensed MD/DO physician over time. Primary care services are provided through these contracts while secondary care services are provided by the Orange County Medical Clinic staff, who, in turn, treat patients referred to them by the primary care doctors.
The State, County, and receiving agency are involved in the discussions for distribution and needed funds. The final determination is dictated by the State and the agency demonstrates their financial need based on criteria the State provides for the total award. The contract amount awarded to each agency is based on negotiations between the County and the agencies to run the PCAN clinics. The number of locations was the main factor in determining the amount of funding that was designated for each agency. The County determines if this is met by examining their reports showing the number of patients served by payer source. This shows the total number of uninsured people being served each year by the PCAN clinics.
