Approval to award Invitation for Bids Y26-704-ZR, Hunters Creek Boulevard Manhole Replacements Project, to the low responsive and responsible bidder, Metro Equipment Service, Inc., in the total contract award amount of $2,222,604.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract consists of the removal and replacement of two existing sanitary sewer manholes located along Hunters Creek Boulevard. The manholes are situated at an approximate depth of 26 feet below existing grade and will be reconstructed to meet current structural, hydraulic, and safety standards. The project also includes the removal and replacement of approximately 60 linear feet of existing 12-inch diameter sanitary sewer gravity pipeline at the same depth. The project is located in District 1.
FUNDING:
Funding is available in account number 4420-038-1500-0071-6340.
APPROVALS:
The Utilities Engineering Division concurs with this recommendation.
REMARKS:
Eight bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bids submitted by Development of Central Florida, Inc. and Schuller Contractors Incorporated were determined to be non-responsible for failure to meet the similar project criteria, as verified through the references provided. The bid submitted by Metro Equipment Service, Inc. is considered reasonable based on the engineer’s estimate. References provided were satisfactory for this type of work and Metro Equipment Service, Inc. has been determined to be responsible. Therefore, award is recommended to Metro Equipment Service, Inc.
A timely protest was filed by Development of Central Florida, Inc. In accordance with the Procurement Ordinance, a protest review was held on March 30, 2026, resulting in the Procurement Manager denying their protest. No timely appeal was received.
