PROCUREMENT:
These contracts will provide the desired level of quality of emergency medical services (EMS) equipment and supplies as required by the Fire Rescue Department. They represent a large list of products required by EMS to support the delivery of emergency services.
FUNDING:
Funding is available in account number 1009-034-0630-4143.
APPROVALS:
The Fire Rescue Department concurs with this recommendation.
REMARKS:
Nine bids were received in response to the Invitation for Bids (IFB) and evaluated for price, responsiveness, and responsibility. Agni Enterprises, LLC dba Head to Heels Safety Supplies, was deemed non-responsive for failing to provide a signed Respondents Offer. Bound Tree Medical, LLC was deemed non-responsible for line item 76 for the sample failing to meet specifications listed in the solicitation. Engaged Healthcare Solutions will not be awarded under this solicitation because it is not the lowest responsive and responsible bidder for the items’ bid. Life-Assist Inc. was deemed non-responsive for not extending their irrevocable offer. Medline Industries, LP was deemed non-responsive for qualifying their bid with additional terms and conditions. Nashville Medical & EMS Products, Inc. was deemed non-responsive for failing to provide manufacturer authorization letters for line items: 11, 58, 73, 75, 77, 78, 85, 86, 87, 88, 89, 90, 91, 92, and 94. Additionally, Nashville Medical & EMS Products, Inc. was deemed non-responsible for samples failing to meet specifications listed in the solicitation for line items: 3, 4, 12, 52, 53, 59, 60, 61, 62, 76, and 79. Line items 31, 36, and 37 samples were not received as requested. Stryker Sales, LLC through its Medical Division, was deemed non-responsive for qualifying their bid with additional terms and conditions. Line-item numbers 50, 54, 55, 56, 57, and 74 will not be awarded as no responsive, responsible bid was received. Line-item number 38 will not be awarded, as it was included in the solicitation in error.
