PROCUREMENT:
This amendment adds funds to support additional construction administration services due to unforeseen conditions caused by 25 months of construction delays, mainly from material and resource shortages, delivery issues, wet weather, private development construction conflicts, and failed inspections later requiring consultant reinspection. Extra efforts are needed for responding to addendum items, reviewing supplementary shop drawings, and managing these delays. This amendment covers additional construction administration engineering services beyond the original scope of the SWSA SRF project to account for the extended construction duration. The amendment also added 720 days to the project timeframe.

Funding is available in account number 4420-038-1506-0030-6340.
APPROVALS:
The Utilities Engineering Division concurs with this recommendation.
REMARKS:
This amendment provides for additional engineering services required by the County for the SWSA SRF. The additional services are required for Hazen and Sawyer, P.C. to continue the construction administration services for the extended project construction phase. The construction administration services include:
• Additional meetings
• Additional site visits and inspections
• Additional shop drawings, submittals, requests for information (RFIs), and coordination
• Additional certifications of completion
• Additional preparation of Record Drawings
• Installation assistance of communication system for Fire department
• Building modifications
On August 22, 2017, the Board approved the selection of Hazen and Sawyer, P.C. Contract Y17-811, resulting in a negotiated contract in the not-to-exceed amount of $749,891.95, encompassing engineering and support services related to preliminary engineering, design, bidding, and construction administration for the SWSA SRF project
Previous contract amendments are as follows:
Amendment No. 1: Additional survey services
Effective Date: 8/29/2019 Amount: $0.00
Included re-allocation of fees to address additional engineering and survey costs related to changing site conditions without changing the overall contract amount.
Amendment No. 2: Additional Engineering services for Bidding Assistance, Design Revisions, Coordination, and Construction Administration
Board Approval Date: 12/15/2020 Amount: $399,382.57
Included combining the bidding process of two separate projects, Avalon Road Master Pump Station with the subject project; eliminating chemical storage and adding Distributed Antenna System communication system conduits, and design and access coordination with the adjacent private apartment development and associated Avalon Road widening projects during design and construction.
