PROCUREMENT:
This change order adds funding to expand stakeholder coordination and consensus-building efforts associated with the evaluation of canal improvement alternatives. The change order provides for additional stakeholder and County meetings, incorporation of stakeholder input into the study reports, and the associated project management, quality control, and reporting services necessary to complete the project.
This change order is required to support additional stakeholder coordination and consensus-building efforts that were not anticipated during the development of the original scope and fee. As the evaluation of canal improvement alternatives progressed, stakeholders including Orange County, Town of Oakland, and Oakland Park Development requested additional meetings, review sessions, and opportunities to provide input on the proposed alternatives. These requests increased the level of coordination, documentation, and refinement required beyond the assumptions included in the original contract.
The additional funding will cover the preparation and attendance of supplemental stakeholder and County meetings, incorporation and evaluation of stakeholder comments within the study reports, and the associated project management, quality control, and reporting services necessary to address stakeholder concerns and achieve consensus on the recommended improvements. These efforts became necessary as a result of stakeholder feedback received during the study process and could not have been fully defined or quantified at the time the original scope was negotiated.

The Stormwater Management Division concurs with this recommendation.
REMARKS:
On August 10, 2021, the Board approved the selection of CDM Smith, Inc. to provide Continuing Professional Stormwater Management Engineering Services.
Task Authorization No. 15 was executed on May 30, 2024, in the amount of $223,030.91 to evaluate erosion, channel stability, and stormwater management issues within the Johns Lake Outfall Canal following Hurricane Ian and to develop a comprehensive long-term improvement, maintenance, easement acquisition, and cost-sharing plan for the canal corridor from SR 50 to Lake Apopka. The study includes data collection, survey and geotechnical investigations, hydraulic modeling, alternative analysis, stakeholder coordination, and preparation of a final recommended improvement plan.
Previous Change Orders for this Task Authorization are as follows:
Change Order No. 1: Additional services to provide additional engineering and evaluation services not included in the original scope, including supplemental data collection, survey and geotechnical investigations, development of additional canal improvement alternatives, and expanded stakeholder coordination necessary to complete the Johns Lake Outfall Canal Evaluation Study in the amount of $83,336.81, for a revised total amount of $306,367.72.
Change Order No. 2: Additional services to complete supplemental topographic surveying of the Johns Lake Outfall Canal that could not be completed during the previous survey effort because of difficult field conditions, including densely wooded areas and steep canal banks. The amendment also provides for the additional project management, quality control, coordination, and reporting necessary to support the expanded survey scope and two-month schedule extension. in the amount of $22,697.21, for a revised total amount of $329,064.93.
