Approval to award Invitation for Bids Y25-1056-JA, Class III Landfill for Disposal of Construction, Demolition, and Vegetative Yard Waste Material, to the low responsive and responsible bidder Hubbard Construction Company d/b/a Mid Florida Materials, in the estimated contract award amount of $10,080,000 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide a Class III landfill facility located within the western section of Orange County within the maintenance unit boundaries of Apopka, Zellwood, West Orange, and John Young.
FUNDING:
Funding is available in account number 1002-072-2906-3710.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Two tie bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness.
In the event of tie offers, additional evaluation criteria are applied pursuant to Orange County’s Procurement Procedures Manual.
Since both bidders have a principal place of business within Orange County the following criteria were reviewed in order.
- Previous vendor record by the vendors on similar projects or requirements
- Closeness to the delivery point or work site.
Hubbard Construction Company dba Mid Florida Materials is the incumbent contractor under contract Y22-1069 with no performance issues and has demonstrated a reliable and consistent vendor record. The landfill location is the closest to the primary user of the contract, where County debris trucks are staged at the Zellwood Facility. The facility also provides debris pickup and disposal support for the Apopka Facility. The entrance and exit are located approximately 150 feet from the Zellwood Facility entrance and exit.
Hubbard Construction Company dba Mid Florida Materials also meets all specifications and requirements of the solicitation; therefore, award is recommended to Hubbard Construction Company d/b/a Mid Florida Materials.
