Approval and execution of Resolution of the Orange County Board of County Commissioners regarding authorizing the County Attorney’s Office to initiate and prosecute judicial proceedings seeking equitable termination of the Tymber Skan on the Lake Condominiums, Sections One, Two and Three, and related relief; authorizing the Orange County Mayor to execute necessary documents; and reserving certain matters for further Board approval. PROJECT: Tymber Skan on the Lake Condominiums
PURPOSE: Built in 1974, Tymber Skan on the Lake, a 63-acre multi-family condominium (condo) complex near S. Rio Grande Avenue and Texas Avenue, had 49 buildings with 321 condo units. For the last 20 years, Tymber Skan has been plagued by public safety concerns and dilapidated structures. Currently, after extensive demolitions only eight buildings remain, water and wastewater services are not available to one of the few occupied buildings, Orange County Government owns 38% of the condo units, and there is widespread dumping. The County understands the plight of the existing residents in Tymber Skan and realizes intervention is required to address the dire conditions there. Staff recommends equitable termination of the condominiums and utilizing a termination trustee to manage the sale of the property. These options represent the best long-term solution to the unsafe and precarious living conditions for residents in Tymber Skan. The conclusion of this process could take years, which provides an opportunity for the County to implement the Residents’ Assistance Plan to offer services to impacted residents.
