PROCUREMENT:
This amendment increases the FY2027 budget to support the budgetary needs for the renewal of Multi Systemic Therapy Psychiatric (MST-PSYCH) evidence-based practice for the Youth Mental Health Commission.
FUNDING:
Funding is available in account numbers 0001-062-2501-8610 and 0001-062-2519-8610.
APPROVALS:
The Mental Health and Homelessness Division concurs with this recommendation.
REMARKS:
On July 25, 2023, the Board authorized award of Y23-1066 with Devereux Advanced Behavioral Health, in the total contract amount of $1,383,970.46, for a one-year term with further approval for the Procurement Division to renew the contract for three additional one-year terms.
MST-PSYCH became the second evidence-based model adopted by the Youth Mental Health Commission in August 2018. Devereux Advanced Behavioral Health (Devereux) built a specialized clinical team to launch this high-intensity practice in Central Florida, and Devereux and with Orange County’s support remain the region’s sole MST-PSYCH providers.
MST-PSYCH works to reduce behavioral and mental health symptoms, strengthen family functioning, support school and work engagement, and decrease risks such as arrests or child welfare involvement; while keeping youth safely at home.
Services include 24/7 on-call support, psychiatric evaluations and ongoing care, substance-use assessment and treatment through Contingency Management, and comprehensive risk and safety planning. Therapists focus on empowering caregivers to help youth build prosocial skills and reach academic or vocational goals.
Under the current contract term, 30-50 additional families are expected to be served through this model. Recent outcome data reflect strong program impact:
• 88% of youth remained living at home
• 88% were engaged in school or work
• 88% had no new arrests
• Baker Acts decreased by 66% among enrolled youth
Previous contract amendments are as follows:
Amendment No. 1: Modified Exhibit B to Exhibit B2. No amount change to the contract amount.
Amendment No. 2: Renewed the contract for the period of September 1, 2024 through August 31, 2025. Added Exhibit A2-Scope of Services and Exhibit B3 - MST Psych Program Budget Year 3, an increase of $41,519.11, for a revised total contract amount of $1,425,489.57.
Amendment No.3: Modified Exhibit B3 - MST Psych Program. No change to the contract amount.
Amendment No.4: Renewed the contract for the period of September 1, 2025 through August 31, 2026. Added Exhibit B3 - MST Psych Program Budget Year 4. No change to the contract amount.
Amendment No.5: Modified Exhibit B3 - MST Psych Program to Exhibit B4 - MST Psych Program FY26 Budget. No change to the contract amount.
Amendment No 6: Renewed the contract for the period of September 1, 2026 through August 31, 2027. Modified Exhibit A2 - Scope of Services to Exhibit A3 - Scope of Services and modified Exhibit B4 - MSTMST Psych Program FY26 Budget to Exhibit B5 - MST Psych Program Budget Year 5 and increased the total contract amount by $96,877.94, for a revised total contract amount of $1,522,367.51.
