The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Winter Park Community Redevelopment Agency

 

PURPOSE: In 1991, the Board authorized the City of Winter Park, Florida (City), the power to create a Community Redevelopment Agency (CRA) and operations related thereto via County Resolutions 91-M-32, 92-M-03, 93-M-71, 95-M-24, 95-M-91, 96-M-31, 98-M-37 and 99-M-04 (County Resolutions). On January 11, 1994, the City adopted Resolution No. 1587 to create the Winter Park Community Redevelopment Agency. On September 13, 1994, the City adopted Resolution No. 1610 to adopt a Community Redevelopment Plan (CRA Plan). On December 13, 1994, the City adopted Ordinance No. 2077 to create a Community Redevelopment Trust Fund. On February 9, 1999, the City adopted Resolution No. 1696, amending the CRA Plan and expanding boundaries of the initial Redevelopment Area (CRA Area I) to include additional areas within the City along the U.S. 17-92/Orlando Avenue corridor (CRA Area II). 

The CRA was created to redevelop the area in and around the City’s downtown and westside due to the presence of slum and blighted conditions. The initial 33-year term of the CRA is scheduled to sunset on January 1, 2027. The CRA has implemented projects to help revitalize the City’s downtown, westside, and U.S. 17-92/Orlando Avenue corridor, including the Denning Drive reconfiguration, the Winter Park Community Center, and housing rehabilitation. 

The City is requesting to extend the CRA for an additional ten years, to January 1, 2037, to continue implementing its redevelopment plan, which was updated in 2024. Additionally, the City has requested to expand the CRA’s boundaries along Fairbanks Avenue to focus on projects associated with affordable housing, transportation safety, and infrastructure. The CRA Plan amendment provides 70% of the CRA revenues raised during the 10-year extension be allocated to CRA Areas II and III. 

The initial County Resolutions provided for the City and the County to execute an interlocal agreement for certain matters related to the operation of the CRA. The interlocal agreement provides for a rebate to the County for payments it makes to the City’s Redevelopment Trust Fund exceeding set thresholds. The City and County request an amendment of the interlocal agreement to permit the ten-year extension of the CRA Plan, to continue the rebate provision, to include the expansion area (CRA Area III), to provide for trust fund allocation and spending requirements within CRA Area II and CRA Area III, and reporting requirements. 

On March 13, 2024, the Winter Park CRA adopted Resolution No. 18-24 recommending the City of Winter Park adopt and approve the continued existence of the CRA and the Plan, expand the redevelopment area, and extend the duration of the CRA and the Plan until January 1, 2037. On March 27, 2024, the City of Winter Park adopted Ordinance No. 3294-24 to extend and expand the CRA. 

Further, on October 17, 2024, the City of Winter Park is scheduled to adopt a second resolution, the Amended and Restated Interlocal Agreement, and a new Interlocal Agreement among City of Orlando, City of Winter Park, Orange County, and Winter Park CRA regarding parcels within the jurisdictional boundaries of Orlando located within the Fairbanks Avenue CRA Expansion Area. Likewise, on October 21, 2024, the City of Orlando is scheduled to adopt the same Interlocal Agreement among City of Orlando, City of Winter Park, Orange County, and Winter Park CRA regarding parcels within the jurisdictional boundaries of Orlando located within the Fairbanks Avenue CRA Expansion Area.

The Resolution of the Winter Park CRA, the Amended and Restated Interlocal Agreement, and the new multi-party Interlocal Agreement are subject to and conditioned upon the consent and approval of the Board. 

The County Attorney’s Office has reviewed the resolution and interlocal agreement as to form.
