PROCUREMENT:
This change order will extend the lease of the equipment from September 1, 2025, through May 31, 2026, to accommodate the estimated time required for safety and operational needs. Since Schofield Road was opened to traffic into Lake County, there has been a significant increase in semitruck and commuter traffic at this intersection. To address these concerns, the Boyd Development Group is currently constructing a Mast Arm Signal. The rental of the portable signal will continue until the permanent signal installation is complete. The solar-assisted trailers provide signalized traffic control at the intersection of Avalon Road and Schofield Road. Prior to the installation of the trailers, Schofield Road had only a stop condition, while Avalon Road operated as a through movement. The signalized traffic control now ensures safer and more efficient movement through the intersection. The remote monitoring system notifies the vendor of any potential issues with the trailers, prompting a timely response.

The Traffic Engineering Division concurs with this recommendation.
REMARKS:
The Public Works Department is in the process of finalizing the design phase and, subsequently, preparing to advertise the widening of Schofield Road. However, since this project will take some time, it was essential to install a portable signal now to reduce intersection crashes and expedite the permanent traffic signal construction.
On March 12, 2024, Purchase Order M114321 was issued to Horizon Signal Technologies Inc., in the amount of $46,500. This purchase order procured the rental of three solar assisted signal trailers, which are needed as an interim solution while awaiting the installation of a permanent signal. These trailers help reduce crash risk in the high-volume road and assist with traffic control. The initial period was from March 18, 2024, to September 18, 2024.
This rental is imperative for the safety of the traveling public due to high traffic volumes, high speeds, and a significant number of semi-trucks.
Failure to have this purchase order extension processed would open the County to legal liability by removing a traffic control device that provides regulations for the orderly and safe movement of traffic at the intersection.
Previous change orders are as follow:
Change Order No. 1: Added Line 2 for additional services needed for Avalon Road and Schofield Road project in the amount of $6,000, for a revised total amount of $52,500.
Change Order No. 2: Changed object code in accounting lines from 6320 to 3610, no change to total.
Change Order No. 3: Changed the accounting line funding commodity line 2, no change to total.
Change Order No. 4: Increased quantities in lines 1 and 2, added commodity lines 3 and 4, in the amount of $46,083.28, for a revised total of $98,583.28 and extended the rental through February 28, 2025.
Change Order No. 5: Increased quantities in lines 1 and 2, in the amount of $43,750, for a revised total of $142,333.28 and extended the rental through August 31, 2025.
