Approval of Contract Y25-2039, Provision of Community Services, with Health Care Center for the Homeless, Inc., dba Orange Blossom Family Health, in the total contract amount of $225,000 for a three-year term. PROCUREMENT:
This contract will provide funds for physical health programming for youth, with the goal of advocating and encouraging the adoption of healthy lifestyle behaviors through dynamic, creative, and data driven interventions that promote physical activity and support the social, emotional, and mental health of its youth participants. The performance period is January 1, 2025 through December 31, 2027.

Funding is available in account number 0001-062-2556-8610.
APPROVALS:
The Citizens’ Review Panel for Human Services recommended Health Care Center for the Homeless, Inc. dba Orange Blossom Family Health to receive funding to provide these services. The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. Health Care Center for the Homeless, Inc. dba Orange Blossom Family Health has received funding from the CCC for various programs for more than 25 years.
REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
Physical health programs for youth offer numerous benefits that can impact their overall well-being both now and in the future. By instilling healthy habits early on, youth are more likely to maintain an active lifestyle into adulthood, reducing their risk of chronic diseases such as obesity, heart disease, and diabetes. The program will utilize evidence-based models focused on combating childhood obesity by promoting healthy eating habits and increasing physical activity among children. Programming will focus on improving the physical, nutritional, social, emotional, and mental health of children, youth, and their families. Priority preference will be given to Orange County citizens residing in 32808, 32810, 32811, and 32818.
The program estimates serving 75 unduplicated residents annually and providing approximately 1,000 direct services per contract year.
Constituents may access services by contacting the agency directly, or by contacting the CCC for referral. The program will be advertised at the community level through activities and outreach both within the agency’s health center locations (including school campuses) and through opportunities such as health fairs, school family nights, back-to-school events and other identified opportunities to engage residents.
In addition to marketing strategies employed by Health Care Center for the Homeless, Inc. dba Orange Blossom Family Health, the CCC offers a comprehensive resource directory of all funded programming published on the CCC web page, located at www.ocfl.net/ccc <http://www.ocfl.net/ccc>. Through this directory, constituents may search for funded services within a specific distance of their home, place of work, or other address of significance.
Additionally, the CCC has contracted community engagement specialists, located primarily in east and west Orange County, for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children. The CCC also employs a part-time community ambassador, whose role is primarily to engage with civic, law enforcement, and community groups to market services and to stay connected with the various community groups throughout Orange County.
Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits monthly. This method allows funded and non-funded service providers the opportunity to learn about services, events, or special projects that may benefit the community at large.
Services will primarily be provided at the following locations:

• 1500 Aaron Ave., Orlando, FL 32811, in Commission District 6
This funding award is not inclusive of all physical health programming for youth funded by Orange County Government. A comprehensive list of the physical health programming for youth currently funded through the CCC is provided as an attachment to this request. All Orange County residents may have access to funded programs/services.
