PROJECT: Traffic Signal Cabinet Art
PURPOSE: Through an agreement, the Orange Blossom Trail Development Board Inc. (OBTDB) implements redevelopment programs along Orange Blossom Trail (OBT) and in Holden Heights. One such program is the OBT Safe Neighborhood/Neighborhood Improvement District (NID), which is a special district focused on economic development, beautification, and crime prevention. To further the beautification goals in the NID target area, the OBTDB requests to decorate a traffic signal cabinet using an approved art design. The Neighborhood Services Division acts as the liaison between the OBTDB and Orange County regarding County-related matters, which is why this request is being advanced through the Planning, Environmental, and Development Services Department.
This request follows the procedure to request artwork on traffic signal cabinets established in the St.art Something Program. In partnership with the Traffic Engineering Division, the Neighborhood Services Division administers the St.art Something Program which allows citizen organizations and businesses to adopt and decorate a traffic signal cabinet using an approved art design. In this case, the request is from the OBTDB and is being paid out of their NID allotment.
Because the requested location is within the State of Florida right-of-way, additional approval is required. The Florida Department of Transportation (FDOT) is asking Orange County to execute a Community Aesthetic Feature Agreement (“Agreement”) and adopt a resolution to allow installation of artwork and maintenance. The Agreement identifies one intersection along State Road 441, further described in Exhibit “A”, that is proposed for the installation of traffic signal cabinet art. The Agreement further identifies the County as the responsible party for all associated costs, periodic inspections, and graffiti removal. The Resolution indicates the individuals with the County authorized to execute the Agreement on the County’s behalf and is required to be attached to the Agreement. OBTDB is requesting the County execute the Agreement and adopt the resolution on their behalf.
