PROCUREMENT:
This contract will provide onsite medication assisted treatment (MAT), including methadone, inside of Orange County Corrections facility to incarcerated patients. The performance period is December 1, 2026 through November 30, 2027.

REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements. Aspire Health Partners, Inc. (Aspire), is the current provider of these services under Contract Y22-124, at comparable rates and has performed satisfactorily. Aspire is also the only entity licensed by Department of Children and Families to administer MAT services at the Orange County Jail.
This agreement will provide for a licensed, onsite MAT clinic operated by Aspire within the Corrections facility. Aspire staff will be responsible for conducting inmate assessments, continuing methadone treatment for inmates already receiving it, and initiating methadone treatment when clinically appropriate.
Since the previous contract was established, Corrections Health Services has expanded its services to include providing non-methadone MAT medications directly to inmates. As a result, Aspire’s responsibilities under this agreement will be limited to providing methadone treatment and the associated clinical services.
