PROCUREMENT:
This amendment will renew the contract for the performance period of October 1, 2024, through September 30, 2025, and add funding to support the renewal performance period. It also replaces Exhibit A-1 Scope of Services in its entirety with Exhibit A-2 Scope of Services and replaces Exhibit B (Rv.6) Budget in its entirety by Exhibit B (Rv.7) Budget.

REMARKS:
On August 24, 2021, the Board authorized award of Contract Y22-2000 to Coalition for the Homeless of Central Florida, Inc. in the total contract award amount of $650,000 for a one-year term with authorization to renew the contract for four additional one-year terms.
The Coalition for the Homeless of Central Florida, Inc., a not-for-profit corporation, is the largest provider of homeless sheltering services in Central Florida. Additionally, they are currently the only shelter within Orange County providing services through the Housing and Urban Development Continuum of Care Coordinated Entry System of which Orange County is a participant. This community wide system is designed to prioritize families and individuals for limited housing resources and shelter beds using a vulnerability assessment. Prioritization ensures that the most vulnerable are provided with scarce resources first.
This amendment provides on-going funding to provide shelter prevention and diversion services to serve the current homeless population and Orange County residents who may become homeless. The intent is to create a front-end system to attempt to prevent homelessness and the need for shelter by prioritizing the most vulnerable and assisting individuals and families with the most appropriate resources, thus creating a system that reduces shelter stays and promotes housing stability.
Additionally, the Coalition for the Homeless currently provides the Case Management staff for Orange County’s State Housing Initiative Partnerships funding from the Orange County Housing and Community Development Division. The funds for case management currently flows from the Mental Health and Homelessness Division to Homeless Services Network to the Coalition for the Homeless.
Previous contract amendments are as follows:
Amendment No. 1: Increased the contract by $50,000, for a revised total contract amount of $700,000. Exhibit B was deleted and replaced in its entirety by Exhibit B (Rv.1).
Amendment No. 2: Increased the contract by $222,000, for a revised total contract amount of $922,000. Approved by the Board on March 8, 2022.
Amendment No. 3: Decreased the contract by $50,000 for a revised contract amount of $872,000. Renewed the contract from October 1, 2022, through September 30, 2023. Replaced Exhibit A with Exhibit A-1; replaced Exhibit B (Rv.2) with Exhibit B (Rv.3).
Amendment No. 4: Increased the contract by $99,000, for a revised contract amount of $971,000. Replaced Exhibit B (Rv.3) with Exhibit B (Rv.4).
Amendment No. 5: Clarified that the increase of Amendment No. 4 was a one-time increase during the period of October 1, 2022, through September 30, 2023.
Amendment No. 6: Renewed the contract from October 1, 2023, through September 30, 2024; increased the contract by $17,440, for a revised contract amount of $889,400. Replaced Exhibit B (Rv.4) with Exhibit B (Rv.5).
Amendment No. 7: Reallocated funds within the budget. Replaced Exhibit B (Rv.5) with Exhibit B (Rv.6).
