PROCUREMENT:
Fire Rescue is purchasing a stand-alone Incident Command Simulator for new hire, promotional, and recurrent training. This purchase order will replace the current system that is 14-years old and is inoperable. The new system will also allow for recurrency training for all employees.
FUNDING:
Funding is available in account number 1023-034-0727-6438.
APPROVALS:
The Fire Rescue Training and Operations Division concurs with this recommendation.
REMARKS:
A notice of intent to sole source posting was issued on September 18, 2024, to identify firms with capability and experience in providing a portable, stand-alone, Incident Command Simulator. Three vendors, including FAAC, Inc., responded to the sole source posting. Staff analysis determined that two of the three vendors failed to meet the specifications detailed in the posting.
The system provides an Advanced Disaster Management Simulator, an integrated Emergency Medical Services Simulator, and a Pump Operations Simulator. It supports multiple workstations to allow participation from several users simultaneously. The simulator is fully customizable and integrated for all ranks. It includes comprehensive staff training to ensure seamless integration into existing training programs.
Price reasonableness was established by comparison to purchase made with Fayetteville Tech Community College. Although differences, such as the number of workstations exist between the systems, the unit cost for the component parts is identical.
