PROJECT: Homes In Partnership, Inc., Future Leaders Community Development Corporation, Inc.
PURPOSE: On May 11, 2021, the Board approved a Project Administration Agreement with Homes In Partnership, Inc. for the development of six affordable, fee-simple, owner-occupied single-family homes on two County-donated surplus lots. The lots are located at 7290 Holly St., Mount Dora, FL and 1367 S. Central Ave., Apopka, FL. Each lot will be subdivided into three individual parcels, resulting in a total of six parcels for the development of the homes. The Agreement also provided financial assistance through the Affordable Housing Trust Fund (AHTF) program to cover eligible soft and hard costs associated with the development. To support the continued development and completion of this affordable housing project, the County will provide additional financial assistance for impact fee subsides in an amount not to exceed $25,000 per unit, for a total of $150,000 to be provided from the AHTF program. This assistance will provide additional funding to ensure the homes are sold to eligible low- and moderate-income homebuyers. Additional changes include changes to the development timeline and reporting requirements for the project.
On May 18, 2021, the Board approved a Project Administration Agreement with Future Leaders Community Development Corporation, Inc. for the development of five affordable, fee-simple, owner-occupied single-family homes on County-donated surplus lots. The Agreement provided financial assistance through the AHTF program to cover eligible soft and hard costs associated with the development. Due to unforeseen site conditions and higher-than-anticipated site improvement and pre-development costs, the project experienced significant delays. In addition, one of the lots could not feasibly be developed as originally planned due to lot site constraints and limitations. As a result, the project scope has been revised from five to four homes. The remaining lots are located at 251 N. Maine Ave., Apopka, FL; 4818 O’Keefe St., Orlando, FL; 1408 35th St., Orlando, FL; and 906 19th St., Orlando, FL. To support the continued development and completion of the affordable housing project, the County will provide additional financial assistance, in the amount of $82,000, for pre-development costs and construction costs. Furthermore, a total of $100,000 ($25,000 per unit) in impact fee subsidies will be provided to ensure the homes are sold to eligible low- and moderate-income homebuyers. All funding is to be provided from the AHTF program. Additional updates include changes to the development timeline and reporting requirements for the project. The County Attorney’s Office has reviewed the agreements as to form.
