The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This contract will provide final engineering design and construction plan preparation for the above referenced project and provide design updates as necessary. The Consultant shall perform those engineering services required to prepare a complete set of contract documents (plans and specifications) as described in the Request for Proposals (RFP). The Consultant shall use the design concepts provided in the Rock Springs Road Corridor Study Report and shall perform the required engineering services utilizing all the applicable materials and data collected and provided in the study. This project is located in District 2.

 

FUNDING:

This project is federally funded through the Florida Department of Transportation Local Agency Program.

 

APPROVALS:

The Public Works Engineering Division concurs with this recommendation.

 

REMARKS:

Two proposals were received in response to this RFP.  The Procurement Committee evaluated the proposals in accordance with the criteria set forth in this RFP.  M/S Sietricon was deemed non-responsive for failing to submit the required Florida Department of Transportation documents.  

To ensure an open and competitive proposal process, the RFP was posted on the Orange County website and on our e-procurement platform.  A query from staff to potential sources who declined to participate in the procurement process resulted in the following findings:

A2H Engineers:   The solicitation is outside of the firm’s area of expertise.

BCC Engineering: The firm has not possessed the required similar project experience within the last 30 years.

CDM Smith: At this time the firm does not have capacity to pursue a project with Orange County.

DRMP: At this time the firm does not have capacity to pursue a project with Orange County.

HDR, Inc.: The scope did not match the firm’s expertise.

The proposal was evaluated by the Procurement Committee on October 16, 2024.  Commissioner Mayra Uribe was assigned to the Procurement Committee.
