Approval to award Invitation for Bids Y26-742-ZR, Emergency-Wallington Drive Bridge (No. 754190) and Egret Way Bridge (No.754187) Replacements Project to the low responsive and responsible bidder, Granite Construction Company, in the total contract award amount of $6,294,664. ([Public Works Department Roads and Drainage Division] Procurement Division).

PROCUREMENT:
This project consists of the demolition of the existing two bridges, Wallington Drive Bridge, existing bridge number 754059, and Egret Way Bridge, existing bridge number 754016, as they both exhibit several deficiencies including beam spalls with exposed reinforcing steel and a low sufficiency rating due to the bridge being posted. The project also includes construction of two new bridges, Wallington Bridge Drive, new bridge number 754190, and Egret Way Bridge, new bridge number 754187, incorporating sheet pile support, approach slabs, bridge deck, roadway drainage systems, driveway, sidewalk, revetment of the Little Wekiva-9 Canal, and bringing these bridges to the current standards. Additional work includes the replacement of the water main on Wallington Drive Bridge (No. 754190). The project is located in District 2.
FUNDING:
Funding is available in account numbers 1004-072-2912-3816 and 4420-038-1482-0082-6345.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bid (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Anagha Solutions Inc was deemed non-responsive for failure to provide a complete bid packet with required documents, forms and to comply with the requirements for submittals as required in the IFB. Cathcart Construction Company - Florida, LLC and SEMA Construction, Inc. were deemed non-responsible for failure to demonstrate at least three similar projects successfully completed that meet all required elements prescribed in the IFB. The bid submitted by Granite Construction Company was determined to be reasonable based on a comparison to the engineer’s estimate. The references provided were satisfactory for this type of work, and Granite Construction Company has been determined to be a responsible bidder. Therefore, award is recommended to Granite Construction Company.
