The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This amendment will add funding to support bridge housing, short-term rapid rehousing rental assistance, case management, and supporting services to homeless individuals in Orange County who are 50 years of age or older.

The 3 Bridges Program prioritizes referrals from local law enforcement, while remaining open to other referral sources when capacity allows. Currently, Grand Avenue Economic Community Development Corporation reserves 10 units at Maxwell Terrace (3200 W. Colonial Drive, Orlando, FL 32808), which are available for drop-offs 24 hours a day, 7 days a week.

With the additional funding, the program will expand to 15 units and cover the additional cost associated with the 24/7 operation expansion. This funding increase will ensure the agency has the staffing and financial resources necessary to support clients effectively and maintain daily operations, ultimately serving more individuals in crisis and strengthening pathways out of homelessness.

The Mental Health and Homelessness Division concurs with this recommendation.

REMARKS:

On March 25, 2025, the Board approved Contract Y25-2221, 3 Bridges Program and Housing Services, with Grand Avenue Economic Community Development Corporation, in the total contract award amount of $474,931.39 for a six-month term and authorized renewal of the contract for four additional one-year terms.

The 3 Bridges program in collaboration with local law enforcement, provides unsheltered individuals with emergency bridge housing placement. Clients are transported by local law enforcement to the Maxwell Terrace facility where they receive safe and temporary housing. Recently, the agency has been receiving referrals, but has had no available units, highlighting that the need exceeds current capacity. To alleviate these challenges, we seek to expand the number of units available. With the increase in units, staff projects serving an additional approximately 20-30 clients per year. These individuals will receive comprehensive support, including case management and rental assistance, designed to help them achieve self-sufficiency and end their crisis of homelessness.

Previous contract amendments are as follows:

Amendment No. 1:                     Effective October 1, 2025, renewed contract for the period of October 1, 2025, through September 30, 2026. Contract amount of $949,862.78.

Amendment No. 2: Effective October 1, 2025, Scope of Services deleted in its entirety and replaced. Contract amount remained unchanged.

Amendment No. 3: Effective August 1, 2025, budget amendment to make payroll budget modifications. Contract amount remained unchanged.
