Approval to award Invitation for Bids Y24-1025-JA, Weed Control Services for the Orange County Pump Stations Lot 1, to the low responsive and responsible bidder Seasonal Effects LLC in the estimated contract award amount of $416,160 for a five-year term, Lot 2, to the low responsive and responsible bidder Airboat Addicts, Inc. in the estimated contract award amount of $567,600 for a five-year term, and Lot 3, to the low responsive and responsible bidder Seasonal Effects LLC. in the estimated contract award amount of $296,640 for a five-year term. In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
These contracts will provide necessary personnel and herbicides to effectively control indigenous and non-indigenous weeds at pump station sites for safety of personnel and keeping sites aesthetically pleasing.
FUNDING:
Funding is available in account number 4420-038-1347-3810.
APPROVALS:
The Utilities Field Services Division and the Business Development Division concur with this request.
REMARKS:
Seven bids were received in response to this Invitation for Bids (IFB) and were evaluated for price reasonableness, responsiveness, and responsibility. Award recommendations are based on the low responsive and responsible bidder by lot. In the event that the low responsive and responsible bidder submits the lowest bid for each of the three lots, a maximum of two lots will be awarded to them. The third lot will then be awarded to the next low responsive and responsible bidder for that particular lot.
Glory Virtual Solutions LLC was deemed non-responsive for failure to submit references as required in the solicitation. D3 Enviroscape, LLC and Waters Brothers Environmental, Inc. were deemed non-responsible for failure to provide sufficient qualifications as required in the IFB. Seasonal Effects LLC and Airboat Addicts, Inc meet the requirements of the IFB. Further, the bids are considered reasonable and realistic for the services to be performed. The bidders have had a satisfactory record of performance with the references contacted. Therefore, award is recommended to Seasonal Effects LLC for lot 1, Airboat Addicts, Inc. for lot 2, and Seasonal Effects LLC for lot 3.
