PROJECT:
Equifax Workforce Solutions, LLC Agreement

PURPOSE: The Housing and Community Development Division administers the federal Housing Choice Voucher Program, a rental assistance program commonly referred to as Section 8.  Orange County is required to verify all income by a third-party source for each working household member on the Section 8 program.  Equifax Workforce Solutions, LLC (a provider of Equifax Verification Services) provides a service called The Work Number, which allows a quick and easy way to verify employment and income information about individuals on the Section 8 program.  The Work Number is one of the most widely used third party verification systems for housing agencies across the country.  This service is critical to our Section 8 program.

Equifax Workforce Solutions, LLC requires Orange County to execute the Universal Membership Agreement for Equifax Verification Services for Government Agencies, Universal Membership Agreement for Equifax Verification Services Exhibit 2 Vermont Fair Credit Reporting Contract Certification, Schedule A to the Universal Membership Agreement Equifax Verification Services, and Purchase Order to Carahsoft Technology Corp.  Carahsoft Technology Corp is the billing agency for Equifax Workforce Solutions, LLC.  Monthly billing will be based on transactions as set forth in Schedule A-1 and Schedule A-2.

The Agreement and Schedules contain certain non-negotiable indemnification provisions that deviate from the terms recommended by our Risk Management Division.  Equifax Workforce Solutions, LLC will not modify their standard Universal Membership Agreement for Equifax Verification Services for Government Agencies.  The agreement will automatically renew for successive one-year terms up to five years and we are requesting authorization for the Manager of Housing and Community Development to execute the renewal agreement.
