The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This contract will provide materials and installation standards for pipes, fittings, valves and appurtenances, as applicable to sewer installations. All items delivered for this contract shall meet Orange County Utilities Division Standards and Construction Specification Manual 2021.

FUNDING:

Funding is available in account number 4420-038-1347-3843.

APPROVALS:

The Field Services Division concurs with this recommendation.

REMARKS:

A total of three bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness.  Empire Pipe & Supply Company Inc. was deemed non-responsible due to failure to meet the minimum reference requirements prescribed in the IFB.

Ferguson Enterprises, LLC bid a discount percentage off MSRP/Manufacturer’s list that is applied to each line item and compares favorably with market pricing, which determines the bid price to be reasonable. The extended cost was compared to the Utilities Department’s internal estimate which was based on the actual expenditures from the current Sewer Pipes and Fittings contract, Y21-112. Ferguson Enterprises, LLC’s bid results in an amount that is approximately 12% lower than projected, which also establishes price reasonableness. The estimated five-year bid total for the recommended bidder is proportionate and reasonable when compared with current contract spend amounts.  Reference checks confirmed that Ferguson Enterprises, LLC has satisfactorily performed services and met the similar project requirements prescribed in the IFB.  Ferguson Enterprises, LLC has been determined to be responsible. Therefore, award is recommended to Ferguson Enterprises, LLC.
