Approval to award Invitation for Bids Y25-704-RC Orange County Multicultural Center for Design and Innovation and Senior Center Construction to Mulligan Constructors Inc. in the total contract award amount of $13,171,004, inclusive of Additives No. 1, 2, and 3.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-Verify, insurance and bonds, request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The project includes the adaptive reuse of the remaining approximately 37,000 square feet of interior space within an existing building shell. Located at the southwest corner of Hiawassee Road and West Colonial Drive, this project is the final phase of the Orange County Multicultural Center and completes and finishes out the east end of the building. The new Multicultural Center for Design and Innovation and Senior Center will provide services and gathering spaces for Orange County residents, and also provide creative spaces to gather, create, and learn for Orange County employees, community partners, and Orange County residents. The project scope includes the complete interior build out of the remaining space, including furnishings, equipment, site improvements, and signage. Additive No. 1 partially builds out the Gathering Space, Additive No. 2 completes the build out of the Gathering Space, and Additive No. 3 adds a covered exterior patio area. This project is located in District 6.
FUNDING:
Funding is available in account numbers 1023-023-0162-6210, 1023-062-2570-6210, and 5896-019-0162-6210. This project includes $9,000,000 of American Rescue Plan Act funding.
APPROVALS:
The Capital Projects Division concurs with this recommendation.
REMARKS:
Five bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. Saboungi Construction, Inc. was deemed non-responsive for not submitting the required bid bond. The bid submitted from Mulligan Constructors Inc. is considered reasonable based on comparison to the engineer’s estimate. The references provided were satisfactory for this type of work and Mulligan Constructors Inc. has been determined to be responsible. Therefore, the award is recommended to Mulligan Constructors Inc.
