Approval of Contract Y26-2204, Mobile Shelter Project, with Matthew’s Hope Ministries, Inc., in the total contract award amount of $787,560.40 for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms. Further request Board authorization of an advance payment to be made in the amount of $190,000. PROCUREMENT:
This contract will allow the agency to acquire one bus outfitted with a minimum of 20 sleeping pods. The bus will be fitted to provide overnight mobile emergency shelter with sleeping accommodation for unsheltered individuals from within Orange County. The initial performance period is October 1, 2025 through September 30, 2026.
FUNDING:
Funding is available in account number 0001-062-2501-8610.
APPROVALS:
The Mental Health and Homelessness Division concurs with this request.
REMARKS:
In accordance with the Code of Ordinances, Part I, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
This service provides for mobile sleeping arrangements for homeless individuals. This will allow for a monthly average of 200 homeless individuals in West Orange County to be provided a safe place off the streets for the night and access to case management services. The case management services will also assist individuals in regaining independence and self-sufficiency and connecting clients with housing. Additionally, day services such as showers, hygiene items, access to food pantry, and ongoing medical services must be offered at the agency’s Winter Garden location for all overnight guests of the bus.
Matthew’s Hope Ministries, Inc. currently operates mobile buses as overnight mobile emergency shelters providing sleeping accommodations for unsheltered individuals in Brevard County. The agency also offers case management services, showers, food pantry, medical and mental health services at the agency’s Orange County location to program participants with the goal of helping participants move into permanent housing and attain other services to improve their quality of life. Price reasonableness was established by comparing service rates for Brevard County and the City of Orlando.
