Approval of Contract Y25-2200, Family Support and Youth Respite Services, with Federation of Families of Central Florida Inc., in the estimated contract award amount of $515,155.53 for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms and to issue an advance payment in the amount of $128,788.88. PROCUREMENT:
This contract will provide peer support services comprised of support groups, informational sessions, advocacy, coaching, and caregiver respite. Additionally, the Federation of Families amplifies family voice and choice throughout the community while providing caregivers with the support necessary to continuously meet the complex needs of their children. As a result, the County is entering into this agreement with the Federation of Families to continue peer support services and to provide supportive activity-based respite care for families of children who are experiencing emotional, behavioral, mental health, social-emotional, or developmental difficulties.

The Mental Health and Homelessness Division concurs with this request.
REMARKS:
In accordance with the Code of Ordinances, Part I, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
This organization exists as Orange County’s chapter of the National Federation of Families and whose approach embeds the System of Care philosophy. In August 2013, the Youth Mental Health Commission (YMHC), of which Wraparound Orange is a part, began to examine the youth mental health system of care in Orange County. After meeting for over a year, the commission produced a detailed report on the state of youth mental health services in Orange County and recommendations for improvement. Among their top recommendations were to ensure that family voice and choice drive all services and related decisions and to ensure families have a comprehensive menu of service options that reintegrated and connected amongst all agencies working under the umbrella of the YMHC.
Because of these recommendations, the County is entering into this agreement which allows Federation of Families of Central Florida, Inc. the opportunity to lead a Family Voice Movement which will provide supportive activity-based respite care for families and youth who are experiencing mental health challenges.
This contract includes an advance which will authorize Federation of Families of Central Florida, Inc. to provide and maintain the recovery services. The $128,788.88 advance payment shall be returned to the County by way of the County deducting approximately $10,419.81 from each monthly invoice payment that the County provides to Federation of Families of Central Florida, Inc. until the advance has been fully recovered by the County. This will be a cost reimbursement contract and services will be paid through a County general revenue allocated to Children’s Services funds.
