SUBJECT: Selection of Consultants, Request for Proposals Y25-904-CC, Continuing Engineering Services for Solid Waste
RECOMMENDATION:

Selection of two firms and an alternate to provide Continuing Engineering Services for Solid Waste, Request for Proposals Y25-904-CC, from the following firms listed alphabetically:
• S2Li&AVCON Joint Venture
• Stearns, Conrad and Schmidt Consulting Engineers, Inc. dba SCS Engineers
• Tetra Tech, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute the final contracts to establish hourly rates for future requirements for a three-year term. Further request Board authorization for the Procurement Division to renew the contracts for two one-year renewals.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The contracts will provide continuing engineering services for solid waste projects. The projects will be located throughout Orange County.
FUNDING:
Task authorizations associated with these continuing contracts will be funded by the County on an as needed basis.
DISCUSSION:
The services may include planning studies, reports, permitting and operation assistance as required by the Solid waste Division.
Three proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP.
Proposals were evaluated by the Procurement Committee on January 15, 2025. Commissioner Michael Scott was assigned to the Procurement Committee.
