The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

Due to the deep muck pocket between Greenbank Boulevard and Peachtree Park Court, this change order adds funds to design a bridge, revise the traffic control plan, and a permanent sheet pile weir to control the discharge from Lake Reams.  It also includes the design of a custom gravity wall, optional piping design geotechnical services, and an updated contamination screening and evaluation report. The change order also adds 270 days to the project timeframe to complete following tasks: additional geotechnical services to complete the bridge design and custom gravity walls, bridge concept report, engineering services bridge calculations, revise the geometry of the roadway to incorporate the bridge, revise all necessary roadway plan sheets, including plan view, profile view, drainage structures, driveway profiles, bridge hydraulics report, contact all utility companies, and update the construction cost estimate.

FUNDING:

Funding is available in account number 1034-072-5139-6311.

APPROVALS:

The Public Works Engineering Division concurs with this recommendation.

REMARKS:

On March 26, 2019, the Board approved the selection of DRMP, Inc.  Contract Y19-804, was executed in the lump sum amount of $2,499,835.36, which encompasses engineering design services and construction plan preparation related to the Reams Road (from South of Summerlake Park Boulevard to Taborfield Avenue) project.

Previous contract amendments are as follows:

Amendment No. 1:  Date: 08/12/21 Amount: $73,678.68

This amendment added additional survey and geotechnical services to delineate the presence of muck within the vicinity of the proposed box culvert along Reams Road.

Amendment No. 2: BCC Approval Date: 05/24/22 Amount: $284,446.20

This amendment added the design of retaining and sheet pile walls, including geotechnical services. Additionally, survey services are needed for proposed mast arm foundation, and additional legal description and sketches. Also, this amendment removed from the scope of services and fee the design of screen walls that are no longer necessary. The contract time increased by 189 days.

Amendment No. 3: Date: 07/27/22 Amount: $0.00

Due to the need for additional coordination with regulatory agencies, the project schedule needed to be extended beyond the expiration date of July 29, 2022. This amendment increased the contract time by 182 days from the current expiration date to complete the remaining items in this contract. There was no change in the total contract amount.

Amendment No. 4: BCC Approval Date: 01/10/23 Amount: $241,609.00

This amendment addressed the redesign the road for approximately 2,300 feet of Reams Road to avoid Orange County Utilities lines. This redesign will save the County approximately $7 million. Additionally, due to Hurricane Ian, the team investigated adding a regional pond to redirect flow to the south side of Reams Road and the contract time extended by 279 days.

Amendment No. 5: Date: 06/01/23 Amount: $78,128.97

This amendment facilitated the design of a traffic signal at the intersection of Reams Road and Newmarket Drive/Bay Court, add in-person public meetings, set up presentation boards, and prepare additional legal description and sketches. The contract time was increased by 120 days.

Amendment No. 6: Date: 11/07/24 Amount: $381,279.98

This amendment was for encumbrance and the contract time was increased by 291 days.  The additional days added were to address the removal of muck, including preparing and evaluating alternatives. The timeline also accounted for developing a scope of services and to review the alternatives. This process included performing additional field tests and receiving the consultant's deliverables. Time was required to discuss findings with management, select the best alternative, and prepare the scope of services and fee proposal for the recommended solution.
