Approval to award Invitation for Bids Y26-153-MV, Staff Augmentation - Administrative, to the low responsive and responsible bidders, BJ Concepts, Inc., in the estimated total contract amount of $2,500,000 for a five-year term, Blue Arbor, Inc., in the estimated contract amount of $2,500,000 for a five-year term, Naztec International Group, L.L.C., in the estimated contract amount of $2,500,000 for a five-year term, and 22nd Century Technologies, Inc., in the estimated contract amount of $2,500,000 for a five-year term. The total budget for all contract awards is $10,000,000 for the five-year term.
In the event the bidders recommended above fail to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts are used throughout the county to provide various administrative support positions such as administrative assistant, administrative office coordinator, administrative specialist, contracts specialist, human resources advisor, senior fiscal clerk, sourcing coordinator, weighmaster and procurement coordinator.
FUNDING:
Funding is available in account numbers 4410-038-1010-3179, 4410-038-1016-3179, 1006-038-1210-3179, 1006-038-1250-3179, 0001-043-1711-3179, and 1009-034-0689-3179.
APPROVALS:
The Human Resources Division and the Business Development Division concur with this recommendation.
REMARKS:
A total of 118 bids were received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bids are considered reasonable based on comparison to prior similar contracts. The bids submitted by BJ Concepts, Inc., Blue Arbor, Inc. and 22nd Century Technologies, Inc. demonstrated a satisfactory record of performance based on validation of references. The bid submitted by Naztec International Group, LLC. has a satisfactory record of performance on current County contracts and is considered responsible. Prices for all four low bidders have been determined reasonable as compared to current contracted pricing.
The bids submitted by Apptad, Inc. and Techlink Systems, Inc. were deemed non-responsive for failing to sign their irrevocable offer as required in the IFB. Aligned Employment Resources, LLC. dba Aligned Government, Bailey Information Technology, LLC. and Homeland Security and Management Solutions, Inc. were deemed non-responsive for failing to submit a fee schedule within the minimum requirements for pricing stipulated in the IFB. Cilable LLC and Compunnel Software Group, Inc. were deemed non-responsible based on the results of the reference checks.
Four contracts are necessary due to the anticipated need for these services. The low cost contractor will be given the first opportunity to provide the required services. The other contracts will only be contacted if the low cost contractor cannot perform. Other factors such as the desire to continue the services of a contract employee who has gained experience and expertise in a certain position will be considered in the selection of the appropriate contractor. This solicitation contains requirements for background checks and drug screens for temporary clerical personnel in certain positions prior to their performance under the resultant contracts.
Staff recommends bids be awarded to the low responsive and responsible bidders BJ Concepts, Inc., Blue Arbor, Inc., Naztec International Group, L.L.C. and 22nd Century Technologies, Inc.
