Approval to award Invitation for Bids Y25-793-ZR, Parks Horizon West Regional Park Phase 1B Project, to the low responsive and responsible bidder, CORE Engineering & Construction, Inc., in the total contract award amount of $2,945,344.98 including Additive No. 1.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-Verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract consists of site improvements of 17.46 acres of project area within the Horizon West Regional Park. The work will include a splash pad area, additional asphalt and grass parking, a floating dock on Lake Hartley, and an open lawn and gathering area for events with a new walkway. Additive No. 1 includes the construction of a concrete curb along the edge of the existing roadway and parking. The project is located in District 1.
FUNDING:
Funding is available in account number 1265-062-2155-6310.
APPROVALS:
The Capital Projects Division concurs with this recommendation.
REMARKS:
Ten bids were received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by Reeves Young, LLC was deemed non-responsive for failure to provide a complete Bid Bond form as required in the IFB. The bid submitted by The Diaz/Fritz Group, Inc. was deemed non-responsible for failure to provide a minimum of three similar projects as required in the IFB. The bid received from CORE Engineering & Construction, Inc. is considered reasonable based on the engineer’s estimate. The references provided were satisfactory for this type of work. CORE Engineering & Construction, Inc. has been determined to be responsible. Therefore, the award is recommended to CORE Engineering & Construction, Inc.
