Selection of Turner Construction Company to provide Construction Manager at Risk (CMAR) Services for Orange County Convention Center Phase 5A Improvements, Request for Proposals Y24-809-TA.
Further request Board authorization for to the Procurement Division to negotiate all phases and execute the final contract in the not-to-exceed budget amount of $2,500,000 for the design assist and constructability review phases. The enabling work and guaranteed maximum price phases will be brought separately to the Board for future approval. PROCUREMENT:
The Construction Manager at Risk (CMAR) shall provide construction management services for the above-referenced project. This current project will only build Project 5A (previously referred to as the Grand Concourse). Services may include, but not necessarily limited to, architectural, mechanical, electrical, plumbing, fire protection, civil, survey, low voltage, cost estimator, and structural as required in the execution of the construction documents by the CMAR.
The CMAR shall provide construction services in a timely manner in order to allow sufficient time to complete construction by June 2028. The construction contract shall be delivered as a CMAR with a guaranteed maximum price. The CMAR shall be available to provide cost estimates for comparison and value engineering concepts for review. Construction is projected to start in Fall 2025, however, enabling work packages may be approved to start earlier in the year. Work can only progress in the facility when specifically authorized in writing by the Owner’s Project Management Team.
The Orange County Convention Center presently possesses or will soon acquire contractual obligations for conventions, shows, and exhibits. Consequently, the CMAR, working in collaboration with the Architect/Engineering (A/E) Design Team, the Owner’s Project Management Team, and Owner’s Representative will construct the project’s design. This CMAR shall carefully consider the schedule and sequence of the work, ensuring that ongoing business functions of the facility and scheduled shows/exhibits experience minimal to no disruption.
The contracted services specified in this agreement will encompass a wide range of activities, including constructability review, thorough pre-construction analysis, comprehensive construction management, and detailed post-construction services. All phases of the project will be addressed, with strict adherence to the County’s directives.

Funding is available in account number 4430-035-0968-00-6210.
DISCUSSION:
Three proposals were received in response to this Request for Proposal (RFP). The Procurement Committee evaluated the proposals in accordance with the criteria set forth in this RFP. Hensel Phelps and PCL Construction Services, Inc. scored too low for Board consideration.
The proposals were evaluated by the Procurement Committee on August 14, 2024. Commissioner Nicole Wilson was assigned to the Procurement Committee.
