The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

SUBJECT: Selection of Consultant, Request for Proposals Y23-903-CC, Continuing Professional Engineering Design Services for Federally Funded Construction Projects

Selection of one firm and three ranked alternates to provide Continuing Professional Engineering Design Services for Federally Funded Construction Projects, Request for Proposals Y23-903-CC, from the following firms listed alphabetically:

 

                     AVCON, Inc.

                     Baxter & Woodman, Inc.

                     Dewberry Engineers, Inc.

                     OM Engineering Services, Inc.

                     Pegasus Engineering, LLC

 

Further request Board authorization for the Procurement Division to negotiate and execute the final contract to establish hourly rates for future requirements a three-year term with two one-year renewals.

PROCUREMENT:

The contract will provide continuing professional engineering design services for federally funded construction projects. The projects will be located throughout Orange County.

 

FUNDING:

Task authorizations associated with this continuing contract will be funded through the Florida Department of Transportation Local Agency Program with supplemental funding by the County on an as needed basis.

 

DISCUSSION:

Services to be performed under the continuing contract may include, but are not limited to, design, permitting, construction plan preparation, and post design services. The following is a list of representative types of projects that may be assigned. The list is not all inclusive:

                     Paving unpaved roads

                     Roadside and basin wide drainage collection, treatment, and disposal systems

                     Environmental analysis, evaluation, permitting, and investigation as it pertains to permitting

                     Drainage structures

                     Sidewalks

                     Trails

                     Bridge replacement or rehabilitation

                     Culvert replacement or rehabilitation

                     Guardrails

                     Intersection improvements

                     Roadway improvements

                     Construction plan review

                     Groundwater testing

 

Six proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP. M/S Sietricon was deemed non-responsive for failing to submit their proposal using the required forms. 

Proposals were evaluated by the Procurement Committee on September 18, 2024.  Commissioner Christine Moore was assigned to the Procurement Committee.
