Approval to award Invitation for Bids Y26-730-CC, Public Works Bithlo Highway New Maintenance Building, to the low responsive and responsible bidder, Mulligan Constructors Inc., in the total contract award amount of $3,113,777.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This project provides for the demolition of the existing Orange County highway maintenance office building and construction of a new maintenance office facility, including electric vehicle charging stations, debris bins, and associated paving. The project also includes site improvements, including modifications to the existing stormwater pond and water filtration system. This project is located in District 5.
FUNDING:
Funding is available in account number 1004-072-2947-6310.
APPROVALS:
The Capital Projects Division and Business Development Division concur with this recommendation.
REMARKS:
Thirteen bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bid from AP Construction Contractor LLC was deemed non-responsive for failing to have their bid bond notarized. The bid from S.A. Casey Construction, Inc. was deemed non-responsive for failing to provide a bid bond; the file uploaded to OpenGov was corrupt and would not open. The bid submitted by Mulligan Constructors Inc. is considered reasonable based on comparison to the engineer’s estimate. References provided were satisfactory for this type of work and Mulligan Constructors Inc. has been determined to be responsible. Therefore, award is recommended to Mulligan Constructors Inc.
