The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This contract will provide Infant and Early Childhood Mental Health consultation to all 23 Orange County Head Start Centers, as well as 30 early childcare centers. The performance period is upon execution through September 30, 2026.

 

FUNDING:

Funding is available in account number 0001-062-2501-8610.

APPROVALS:

The Mental Health and Homelessness Division concurs with this recommendation.

REMARKS:

In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 – Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.

Kinder Konsulting & Parents Too, Inc. has provided these services since August 2021, which were partially funded by a federal grant with the Substance Abuse and Mental Health Services Administration. 

The primary goal of the Division is improving health (physical and dental), mental health, substance use, and housing stability outcomes for children, youth, young adults, families, and adults across the lifespan. Through these partnerships, our early childhood system has been focused on improving coordination and collaboration across child and family-serving systems offering early assessment, identification and referrals to treatment.  This also includes Infant and Early Childhood Mental Health Consultation (IECMHC), an evidence-based intervention that provides support to young children and teachers in early childhood settings, thereby improving social and emotional development and reducing suspensions and expulsions. This project will expand the use of IECMHC to all Orange County Head Start Centers, while continuing to provide service to early childcare centers.   Additionally, this contract will continue to follow the recommendations of the Orange County Mental and Behavioral System of Care Community Analysis Report.

This contract will provide IECMHC to at least 30 early childcare centers per year and 23 Orange County Head Start Centers, impacting several thousand children.  

Enrollment/referral criteria is offered to all Orange County Head Start Centers, as well as any early childcare centers referred by the Early Learning Coalition of Orange County.
