PROCUREMENT:

The contracts will provide continuing engineering services for building commissioning projects. The projects will be located throughout Orange County.

FUNDING:

The County will fund task authorizations associated with these continuing contracts on an as needed basis.

DISCUSSION:

The services of a commissioning authority are to assist in the renovation and construction of new facilities outlined in the County’s capital improvement program. This commissioning authority will be construed as a third-party commissioning authority apart from the designers of record and general contractor or construction manager. In addition to design and commissioning plan reviews, the main focus of this contract will be on energy conservation, and functional testing, training, and test and balance verification. Services will include work at the pre-design phase, design phase commissioning, construction phase, commissioning, acceptance phase commissioning, and warranty phase commissioning.

Eight proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP.  Socotec Consulting, Inc. and Setty & Associates International, PLLC, LLC scored too low for Board consideration.

Proposals were evaluated by the Procurement Committee on February 5, 2025.  Commissioner Nicole Wilson was assigned to the Procurement Committee. The scores of the Procurement Committee are attached.

A timely protest was filed from SGM Engineering, Inc. In accordance with the Procurement Ordinance, a protest hearing was held on March 6, 2024, resulting in the protest committee unanimously denying the re-scoring of the similar projects for the proposed project manager criteria and unanimously upholding the re-scoring of the location criteria. No timely appeal was filed.
