PURPOSE: American Federation of State, County and Municipal Employees (AFSCME) AFL-CIO represents a bargaining unit comprised of all employees in positions listed in Article 1 of the Collective Bargaining Unit Agreement. The County’s negotiation team and AFSCME, AFL-CIO have reached concurrence on a three-year agreement, which covers the period of October 12, 2025 through September 30, 2028.  This Agreement was successfully ratified by union membership on December 10, 2025.  Subject to Board approval, the final negotiations grant all eligible bargaining unit employees wage increases as summarized in the paragraphs below and changes the duration of the agreement to September 30, 2028. 

For Fiscal Year 2025-26, effective the first full pay period in October 2025, the final negotiations grant all eligible bargaining unit employees on the active payroll as of the first full pay period following Board approval of the agreement, a minimum of an 5.0% Base Wage increase subject to the pay plan maximums.  To remain competitive with the local job market, tenure-based adjustments are also proposed for those in the Registered Nurse, License Practical Nurse, and Mental Health Specialist job classifications.  The proposed tenure-based adjustments would be applied to the eligible employees prior to the negotiated Fiscal Year 2025-26 increases.   

For Fiscal Year 2026-27, effective the first full pay period in
October 2026, the final negotiations grant all eligible bargaining unit employees on the active payroll a minimum of a 4.0% Base Wage increase subject to the pay plan maximums.   

For Fiscal Year 2027-28, effective the first full pay period in October
2027, the final negotiations grant all eligible bargaining unit employees on the active payroll a minimum of a 4.0% Base Wage increase subject to the pay plan maximums.   

Implementation of the agreement will be coordinated between Human Resources and the Comptroller’s Payroll Department following the approval by the Board.
