SUBJECT: Award of Invitation for Bids Y25-196-MV, Tree Trimming and Related Services for Facilities Management Division and Convention Center

Approval to award Invitation for Bids Y25-196-MV, Tree Trimming and Related Services for Facilities Management Division and Convention Center, to The Davey Tree Expert Company and Rapid Response Force, LLC, in the aggregated estimated contract award amount of $19,291,593.75 for a five-year term for Lot A, and The Davey Tree Expert Company in the estimated contract award amount of $1,592,830.75 for a five-year term for Lot B.
In the event the bidders recommended above fail to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT
The contracts will support the operations of the Facilities Management Division building sites throughout the County under Lot A and the Orange County Convention Center under Lot B. Services to be provided include pruning of trees, stump grinding, and the removal of dead, diseased, or undesirable trees from County-owned properties.
FUNDING:
Delivery orders for services under the contract will be issued by departments and divisions on the following accounting numbers: 0001-043-1713-3810, 0001-043-1717-3810, 0001-043-1718-3810, 0001-043-1719-3810, 0001-043-1715-3810, 0001-043-1716-3810, and 4430-035-0922-3810.
APPROVALS:
The Facilities Management Division concur with this recommendation.
REMARKS:
Six bids were received in response to the Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by West Tree Service, LLC. was deemed non-responsive for failing to submit a complete bid package. The Davey Tree Expert Company and Rapid Response Force, LLC have the necessary manpower and equipment to perform this contract. The bids of The Davey Tree Expert Company and Rapid Response Force, LLC are considered reasonable based on the historic prices and current contracted rates. References verified demonstrated both recommended bidders have a satisfactory record of performance. Therefore, award is recommended to The Davey Tree Expert Company and Rapid Response Force LLC.
