Confirmation of the Mayor’s managerial appointment of Scott Skraban as Deputy Director, Planning, Environmental, and Development Services Department

PURPOSE: I am pleased to announce the appointment of Scott Skraban, as Deputy Director of the Planning, Environmental, and Development Services (PEDS) Department. This executive position supports the PEDS Director in the efficient and quality management of the Department across its seven divisions and helps advance the mission of Orange County government through professional, competent and effective program oversight. This is one of two vacant deputy director positions in the PEDS Department. A nationwide recruitment process was conducted for these positions, and we are pleased to present Mr. Skraban as the appointed candidate for one of the positions for board consideration. We are continuing the search for the other deputy director position.
Mr. Skraban has over 25 years of proven expertise in local government, with his entire tenure invested in various roles within Orange County. In 1999 Scott started as a Planning Assistant in the Planning Division within PEDS and progressed to his current role as Fiscal & Operations Manager in PEDS. As Fiscal Operations Manager, Mr. Skraban is responsible for managing the Fiscal & Operational Support Division of the department which consists of 80 personnel across three units (Fiscal Operations, County GIS and Development Services). He is also responsible for supporting the Director in managing the PEDS Department budget ($200 Million); oversees the County’s Concurrency Management program, GIS services and spearheaded the creation and oversight of the Office of Tenant Services.
Mr. Skraban earned Bachelor of Arts degrees in History and Political Science, and a Master of Arts in Public Administration (with a concentration in Urban Planning). He holds numerous certifications in leadership, management, geographic information systems and business process management. Over the span of his career, he has been recognized for numerous awards, and was instrumental in launching the County’s Team 400 and Customer First Initiative that earned Orange County the prestigious 2024 National Association of Counties Achievement Award.
Mr. Skraban’s appointment will be effective the first pay period following the BCC action, at an annual salary of $178,089.60. His resume is attached for your reference.
