Approval of Amendment No. 3, Contract Y25-2006, Provision of Community Services, with Community Health Centers, Inc., in the amount of $251,908.84, for a revised total contract amount of $1,264,558.56. PROCUREMENT:
This amendment will provide additional funds for pediatric expansion and youth dental services, resulting in an additional 1,968 medical/dental care visits and more than 1,000 additional residents served.
Programming provides uninsured, or underinsured, Orange County youth ages 0 through 18, with pediatric medical and dental care. Households with combined incomes at or below 200% of the Federal Poverty Level are eligible for services on a sliding discount program.
Community Health Centers, Inc. (CHC) is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the contract year ending September 30, 2026.

Funding is available in account number 0001-062-2556-8610.
APPROVALS:
The Citizens’ Commission for Children Advisory Board recommended the investment of Children’s Services funding in community-based medical and dental services for youth with CHC. The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. CHC has received funding from the CCC for more than 24 years and has demonstrated satisfactory compliance with prior contracts awarded.
REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
On September 24, 2024, the Board authorized award of Contract Y25-2006, Provision of Community Services to CHC in the total contract award amount of $1,000,146.78.
Access to pediatric and dental services for uninsured and underinsured youth is critical to ensuring early identification and treatment of health issues that, if left unaddressed, can lead to more serious and costly conditions. Preventive care-including routine checkups, immunizations, and screenings-supports healthy physical, developmental, and behavioral outcomes, while also reducing reliance on emergency services. Oral health conditions such as tooth decay remain among the most common and preventable chronic conditions in children, and can significantly impact nutrition, overall health, and well-being when untreated. Expanding access to these services also promotes school readiness and consistent attendance by reducing health-related absences and improving children’s ability to focus and learn.
CHC's Marketing and Community Development Department leads outreach efforts throughout Orange County, supported by the agency’s website and active social media presence. Families of pediatric patients are also connected to CHC's dental services directly through the agency’s pediatricians and clinical support staff, ensuring a trusted pathway to care. Constituents may access services by contacting the agency directly or may contact the CCC for referral.
In addition to marketing strategies employed by CHC, the CCC offers a comprehensive resource directory of all funded programming published on the CCC web page, located at www.ocfl.net/ccc <http://www.ocfl.net/ccc>. Through this directory, constituents may search for funded services within a specific distance of their home, place of work, or other address of significance.
Additionally, the CCC has contracted community engagement specialists, located primarily in east and west Orange County, for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children.
Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits monthly. This method allows funded and non-funded service providers the opportunity to learn about services, events, or special projects that may benefit the community at large.

This funding award is not inclusive of all medical and dental services for youth funded by Orange County. A comprehensive listing can be found below. All eligible Orange County residents may have access to funded programs/services.

Previous contract amendments are as follows:
Amendment No. 1: Increased the contract by $7,500, for a revised total contract amount of $1,007,646.78. Exhibit A-1, Pediatric Expansion Program, was replaced in its entirety by Exhibit A-1 (Rv1).
Amendment No. 2: Increased the contract by $5,002.94, for a revised total contract amount of $1,012,649.72. Exhibit A-1 (Rv1), Pediatric Expansion Program, was replaced in its entirety by Exhibit A-1 (Rv2).
