Approval to award Invitation for Bids Y24-722-MB, Shingle Creek Regional Trail, Phase 1 Segment 2 and Phase 1 Segment 3 FPN: 430225-5-58-01and 430225-4- 58-01 FAN: D519-071-B and D519-030-B, to the low responsive and responsible bidder, Atlantic Civil Constructors Corp., in the total contract award amount of $18,208,562.35.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract consists of the construction of a 12’ to 14’ wide asphalt pavement/concrete shared use path with boardwalk sections between W. Taft Vineland Road and Destination Parkway, for a total distance of 2.158 miles. These limits are broken into two plan sets - Phase 1 Segment 3 from W. Taft Vineland Road to south of State Road 528 and Phase 1 Segment 2 from north of State Road 528 to Destination Parkway. The combined projects include 176 linear feet of concrete sidewalk, 6,312 linear feet of asphalt trail with ribbon curb, and 4,675 linear feet of boardwalk. The trail will also include pedestrian/bicycle picket railing, Type B fencing, signing and markings, and sod. The project is located in Districts 1 and 6.
FUNDING:
This project is federally funded through the Florida Department of Transportation Local Agency Program. Funding is available in account numbers 7517-062-2119-6310 (Phase 1 -Segment 2) and 7508-062-2119-6310 (Phase 1 - Segment 3).
APPROVALS:
The Highway Construction Division concurs with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by Atlantic Civil Constructors Corporation is considered reasonable based on comparison to the engineer’s estimate. References provided were satisfactory for this type of work and Atlantic Civil Constructors Corp has been determined to be responsible. Therefore, award is recommended to Atlantic Civil Constructors Corp.
