Award of invitation for Bids Y26-171-KK, Debris Removal from County Right-of-Ways or County Interest Areas, to the low responsive and responsible bidder, Emprise Partners LLC, in the estimated contract amount of $744,600 for the base year. Further request authorization for the Procurement Division to exercise option years one and two.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids (IFB), including, but not limited to, State Division of Corporations registration, E-verify, insurance and bods, request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide labor, equipment, maintenance of traffic, and incidentals to remove and dispose of debris from designated county right-of-way areas or other interest areas throughout Orange County.
FUNDING:
Funding is available in account number 1002-072-2906-3816.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Nine bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. Sielle Property Maintenance was deemed non-responsible based on the results of the reference checks. Emprise Partners LLC was able to meet all reference requirements, as confirmed by the reference checks. Price reasonable was determined through comparison to an engineering estimate developed by the Roads and Drainage Division. Therefore, award is recommended to Emprise Partners LLC.
