PURPOSE: The Florida Department of Children and Families (DCF) is the state agency responsible for child welfare, mental health, and family services across Florida. For many years, Orange County’s Youth and Family Services Division has partnered with DCF to provide care and support to youth in crisis, including those residing at Great Oaks Village, a residential foster care facility.  Through this partnership, DCF provides funding that enables Orange County to offer services such as counseling, life skills training, academic support, and crisis interventions for youth who have experienced abuse, neglect, or other significant trauma. 

 

A central part of this partnership is Great Oaks Village (GOV), the County’s residential foster care facility that has served as a safe haven for youth for over 100 years. GOV provides 24-hour care for youth who are in the custody of the State and lack a traditional family support system.  This new DCF contract continues funding for the very services that allow Great Oaks Village and other youth programs under the County to function effectively. The agreement replaces the prior contract (GJ506) and, while it is structured as a new contract, the scope of work reflects a continuation of core services that are vital to the well-being of youth in our care. This is a five-year contract with a performance period that begins on July 1, 2025 or the effective date of the contract and ends on June 30, 2030. The total amount of funding over the performance period of five years is $13,065,680 or $2,613,136 annually.

 

In support of Orange County's dedication to adolescent safety and wellbeing, this agreement signifies a sustained partnership between the state and local governments.
