The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

Selection options are described below:

1. To search BCC records by meeting date and/or a specific term between September 23, 1869 and December 14, 2010, view the 'BCC Meetings' page.

2. To view BCC records by meeting date between January 4, 2011 through September 22, 2016, scroll down to locate the BCC meeting date.

3. To search BCC records by a specific term between October 4, 2016 through Present, select the 'Search Records' tab.      

4.    To view VAB records by meeting date between June 20, 2013 through August 21, 2018, scroll down to locate the VAB meeting date.

Confirmation of the Mayor’s managerial appointment of Ralphetta G. Aker McClary, JD as Director, Human Resources Division.

PURPOSE: I am pleased to announce the appointment of Ralphetta G. Aker McClary, JD, as the Director of Human Resources.  Ms. McClary is a 29-year veteran of Orange County Government, having started her service in October 1995 as an Employee Relations Analyst.  Ms. McClary has served on multiple countywide committees and has been the Manager of Fiscal and Operational Support for Public Works since 2002. Additionally, she has worked at Rollins College in Student Retention and Recruitment and in Human Resources for Seminole County. Ms. McClary brings a wealth of experience, including work in areas such as labor relations, retention and recruitment, employee relations, training, benefits, payroll, and timekeeping.   

In addition to Ms. McClary’s lengthy service career, she has accomplished exemplary scholastic educational goals.  Ms. McClary holds a Juris Doctor from Florida A&M University College of Law, a Master’s in Public Administration from the University of Central Florida, and a Bachelor of Arts in Political Science and Religion from Mary Baldwin College. These qualifications, combined with her deep institutional knowledge and cross-departmental contributions, make her exceptionally well suited for this leadership role. Ms. McClary was the top choice due to her commitment to Orange County Government, her experience in Human Resources, her work within various departments, and her contributions across the organization on many impactful projects. 

Ms. McClary will assume her new role as Director of Human Resources, effective September 1, 2025, with an annual starting salary, of $180,003.20.  Her resume is attached for your reference.
